I have always liked Hamlet's phrase.
In any case it leapt to my mind in Paris, when after a few days of walking the streets, I encountered this sign!

I think my point is that there is ample evidence that it is not being followed.
Just to clarify - the message in the sign is more honoured in the breach than in the observance, at least according to what I saw, and avoided stepping into.
